Baylor College of Medicine 403(b) Tax Deferred Investment Plan
This Plan allows employees to contribute pre-tax contributions through payroll deductions. If you have not enrolled in the 403(b) Tax-Deferred Investment Plan within 45 days from your date of hire, you will be automatically enrolled in the Plan at a contribution rate of 3% of your pretax eligible earnings. Your contributions will be automatically invested in the State Street Target Retirement Funds Class K with Fidelity unless you choose another investment at Fidelity or TIAA.

If you have not enrolled in the 403(b) Tax-Deferred Investment Plan within 45 days from your date of hire, you will be automatically enrolled in the Plan at a contribution rate of 3% of your pretax eligible earnings. Your contributions will be invested in the State Street Target Retirement Funds Class K. However, you are encouraged to take an active role in the Plan and to choose a contribution rate and investment options that are appropriate for you. If you do not wish to contribute to the Plan, you must change your contribution rate to 0% within the first 45 days of your Employment. You may change your contribution rate by logging into NetBenefits® at any time, or contacting Fidelity at 800-343-0860, Monday through Friday (excluding New York Stock Exchange holidays) between 8:30 a.m. - 8:00 p.m. Eastern time.
Through automatic payroll deduction, you may contribute up to 88% of your eligible pay on a pretax basis to the 403(b) Plan, up to the annual IRS dollar limits.
Please carefully consider your contribution percentage. If the balance of your salary after health care deductions (and other deductions as applicable) is not equal to or greater than your desired 403(b) percentage, then 0% will be contributed to the 403(b). Partial deductions are not permitted. The Internal Revenue Code provides that the combined annual limit for total plan contributions is 100% of your W2 compensation or the IRS maximum annual contributions, whichever is less.

A Roth contribution to your retirement savings plan allows you to make after-tax contributions and take any associated earnings completely tax free at retirement - as long as the distribution is a qualified one. A qualified distribution, in this case, is one that is taken at least five tax years after your first Roth 403(b) contribution and after you have attained age 59˝, or become disabled or die. Through automatic payroll deduction, you can contribute between 0% and 88% of your eligible pay as designated Roth contributions, up to the annual IRS dollar limits.
If you have been working for at least 15 years and have contributed less than $5,000 a year, on average, to your retirement savings plan, you may be able to make additional "catch-up" contributions to your plan. Click here to view the "Lifetime" Catch up Limits.
Also, if you are age 50 or older, or will turn 50 during the calendar year January 1 - December 31 and are making the maximum plan deferral, you may make an additional "catch-up" contribution each pay period. Click here to view the current year limits.
Effective Jan. 2, 2018, an administrative fee of $8.50 per quarter per Plan ($34 per year, per Plan) will be charged to each participant with a balance in each Plan with Fidelity. The quarterly participant fee of $8.50 pays for a portion of the plan administration costs. This fee will be deducted from your plan account on the last business day of each quarter and will appear on your quarterly statement under fees. Plan administrative expenses may include legal, accounting, trustee, recordkeeping, and other administrative fees and expenses associated with maintaining the Plan. The $8.50 fee is a flat amount and is applied only once per quarter per plan regardless of the number of funds in which you are invested. This fee is subject to change.
When you are "vested" in your savings, it effectively means the money is yours to keep. You are always 100% vested in all contributions you make to your plan, as well as any earnings on them.
Your beneficiary or beneficiaries will inherit your account in the event of your death. You should consider identifying a beneficiary when you enroll in your plan, and updating the information if you experience a life-changing event such as a marriage, divorce, birth of a child, or death in the family.
