Statewide Retirement Plan: Money Purchase Component

The Money Purchase Component covers firefighters, police officers, and peace officers from departments that complete the reentry affiliation process with FPPA and elect coverage under this Component. This Component also receives excess contributions made by Members of other Statewide Retirement Plan Components, or their Employer, beyond the required minimum.

The Money Purchase Component covers firefighters and police officers from departments that complete the re-affiliation process with FPPA and elect coverage under this Component, as well as Members who receive excess contributions into the Plan beyond the required minimum on their behalf. The re-affiliation process was first established by Colorado State Statute and became effective January 1, 2004. This Component may also cover full-time clerical staff or other personnel employed by an affiliated fire protection district, fire authority or a county improvement district whose services are auxiliary to fire protection. If an Employer covers its Members under the Money Purchase Component, participation begins as of the date of hire assuming contributions are properly remitted to FPPA. If a Member selects this plan via the re-affiliation process participation begins upon the effective date of the re-affiliation assuming contributions are properly remitted to FPPA.

What is the employee contribution rate? Employees must currently contribute at least 8.125% (this rate may be higher based on the individual departments) of their base salary as a mandatory employee contribution.* These contributions will be made on a pretax basis and are contributed to the plan through automatic payroll deduction. The required minimum contribution is increasing 0.125% per year, until it reaches a total of 9.0%.

Voluntary employee contributions You may also elect to make voluntary employee contributions to the plan. Voluntary contributions are made on an after-tax basis and contributed to the plan through automatic payroll deduction. Contact FPPA for additional information.

* Upon request by the employer, the FPPA Board will permit higher employer or mandatory employee contributions. Sixty-five percent of members in the department must approve the higher contribution rate. Total contributions made on behalf of a participant for a plan year shall not exceed the lesser of the annual addition limit under code section 415(c), or 100% of compensation.

Your beneficiary or beneficiaries will inherit your account in the event of your death. You should consider identifying a beneficiary when you enroll in your plan, and updating the information if you experience a life-changing event such as a marriage, divorce, birth of a child, or death in the family.

Fidelity's Online Beneficiaries Service, available through NetBenefits® offers a straightforward, convenient process that takes just minutes.

Go to 'Profile' in the navigation bar at the top of your NetBenefits® page and click on the 'Summary tab' and then 'Beneficiaries'.

If you do not have access to the Internet or prefer to complete your beneficiary information by paper form, please call 1-800-343-0860. Please note, beneficiary designations made with Fidelity are only valid for your FPPA accounts with Fidelity. You must contact FPPA directly to change your beneficiary for any of your other FPPA-related benefits.

Withdrawals from the Statewide Retirement Plan: Money Purchase Component are allowed under any of the following conditions:

  • The member separates from service with the fire or police department
  • The member becomes disabled
  • The member attains age 73. The change in the RMDs age requirement from 72 to 73 applies only to individuals who turn 72 on or after January 1, 2023. After you reach age 73, the IRS generally requires you to withdraw an RMD annually from your tax-advantaged retirement accounts (excluding Roth IRAs, and Roth accounts in employer retirement plan accounts starting in 2024). Please speak with your tax advisor regarding the impact of this change on future RMDs.
  • Payment is made to the member's beneficiary upon death

Members are not required to withdraw funds upon separation of service, unless the member is over age 73. Loans and hardship withdrawals are not permitted. If you are under age 50, the taxable portion of your withdrawal may also be subject to a 10% early withdrawal penalty, unless you qualify for an exception to this rule. The plan document and current tax laws and regulations will govern in case of a discrepancy.

Members in the Statewide Retirement Plan: Money Purchase Component may also convert all or a portion of their account balance to a monthly lifetime benefit. The conversion must be done in one lump sum and is a one-time irrevocable decision. This monthly lifetime benefit is eligible for benefit adjustments and the member may also choose to provide for survivor benefits.
