Important Information to Employees hired on or after January 1, 2012.
The USC Retirement Savings Program makes matching USC contributions that equal 100% of your matched pre-tax or Roth employee contributions that do not exceed 5% of your eligible earnings. The University also makes a 5% non-elective contribution whether or not you contribute. This means that the University will make a total 10% contribution if you make a 5% employee contribution.

Your Pretax contributions are deducted from your pay before income taxes are taken out. This means that you can actually lower the amount of current income taxes you pay each period. It could mean more money in your take-home pay versus saving money in a taxable account.

Roth Contributions - shows details. Click to open.

With Roth contributions, you can make after-tax payroll contributions to your plan up to the IRS limits and withdraw those contributions tax-free (subject to the terms of the plan). Your earnings may also be withdrawn tax-free if you have a qualified distribution. A qualified distribution, in this case, is one that is taken five tax years after the year of your first Roth contribution and after you have reached age 59½, become disabled, or died.

Unlike a Roth IRA, there are no income limits to be eligible for a Roth 403(b) option within an employer-sponsored retirement plan. Generally, a Roth contribution may be beneficial if you expect your tax rate in retirement will be higher than it had been during the years you contributed.

If you are age 50 or older, you have the ability to make additional contributions to your plan, up to the current IRS dollar limits. View the limits here: IRS DOLLAR LIMITS

Vesting - shows details. Click to open.

When you are "vested" in your savings, it effectively means the money is yours to keep. You are always 100% vested in all of your own contributions to your plan, as well as any earnings on them.

Beneficiaries - shows details. Click to open.

Your beneficiary or beneficiaries will inherit your account in the event of your death. You should consider identifying a beneficiary when you enroll in your plan, and updating the information if you experience a life-changing event such as a marriage, divorce, birth of a child, or death in the family.

If you are married, your spouse is automatically the beneficiary of 50% of your 403(b) account whether or not you have designated this, unless a notarized spousal waiver has been completed.

You are generally allowed to withdraw money from your plan when you leave your employer, retire, reach age 59½, or become permanently disabled. Also, you may be eligible for an in-service distribution if you have a financial hardship as defined by your plan. Withdrawals may be subject to income taxes and, if they occur prior to you becoming age 59½, a 10% early withdrawal penalty.

Participants in the USC retirement plans must begin receiving annual minimum required distributions (MRD) when they attain age 72. However, participants who are still working at USC can defer MRD payments, from their USC accounts, thus the MRD generally does not need to start until the later of when the participant

  1. becomes age 72, or
  2. terminates employment

However, Federal tax law does not allow participants who own 5% or more of their employer (shares of stock, partnership interest, or sole proprietor) to defer the start date of their MRD beyond when they become age 72 even when they continue to work. The MRD must begin by April 1st of the year following the year in which you become subject to the above rules. Once you become subject to the MRD requirements, you will need to contact Fidelity to make any elections. If no action is taken, USC will direct Fidelity to force out the MRD payment.

Although your plan account is intended for the future, you may borrow from your account for any reason. Generally, the USC 403(b) Tax Deferred Annuity Plan allows you to borrow up to 50% of your vested account balance in the Supplemental source.

The minimum loan amount is $1,000, and a loan must not exceed $50,000, from all sources of all plans sponsored by the University. The highest outstanding loan balances over the previous 12 months may reduce the amount you have available to borrow. You then pay the money back into your account, plus interest, through after-tax payroll deductions. The maximum period for a general loan is 5 years; 10 years for the documented purchase of a primary residence. (Notarized spousal consent is required on all loans). The cost to initiate a loan is $35.00, and there is a quarterly maintenance fee of $3.75. The initiation and maintenance fees are deducted directly from your plan account.

Note: If you terminate employment before paying off your loan, you must make arrangements with Fidelity to continue payments directly. If you fail to repay your loan (based on the original terms of the loan), it will be considered in "default" and treated as a distribution, making it subject to income tax and also to a 10% early withdrawal tax penalty if you are under 59½. Defaulted loans are considered to be outstanding and will affect your eligibility to request additional loans. Be sure you understand the Plan guidelines before you initiate a loan from your plan account.
