Western Washington University Voluntary Investment Program (VIP)
As a Western employee, you are eligible to participate in the VIP at any time regardless of whether you are enrolled in one of the basic Western retirement plans.
Your enrollment becomes effective once you indicate how much you'd like to contribute, also known as the deferral. You will generally begin to see your contributions deducted from your paycheck in the next pay period, or as soon as administratively possible.

These are products that can offer an easy-to-manage diversified portfolio in a single fund. They may contain many different asset classes, including stocks, bonds, and short-term investments. While different funds are arranged according to different asset allocations, what they all do is provide you with the opportunity to own a diversified portfolio with just one fund.
Depending on your retirement savings plan, there are two options to consider: Target Date Funds which are based on an anticipated retirement date and Target Allocation Funds that are based on a risk tolerance and time horizon.

Your enrollment becomes effective once you indicate how much you'd like to contribute, also known as the deferral. You will generally begin to see your contributions deducted from your paycheck in the next pay period, or as soon as administratively possible.
Each pay period, you can contribute as little as $15 and as much as 75% of your eligible pay, up to the annual IRS dollar limits.
Annual additions to the plan (which is the combined total of employee and employer contributions to defined contribution plans like the WWURP and VIP) may not exceed 100% of your pay or $66,000 for 2023 (whichever is less).
The maximum amount you can contribute to your VIP, based upon the retirement plan in which you are participating as a Western employee, is as follows:
PERS/TRS/LEOFF participants, or those with no retirement plan:
$20,500 - If you are under age 50
$27,000* - If you are age 50 or over.
Western Retirement Plan participants:
$20,500 - If you are under age 50
$27,000* minus your optional 2.5% WWURP contribution amount:
If you are age 50 or older, and contribute 10% of your gross income to the WWURP.
The compensation limit of $330,000 applies to the July 1, 2021 - June 30, 2023 plan year.
*The VIP maximum contribution amount shown above includes the Age 50 "Catch-Up Contribution" of $7,500 as described in the "Catch-Up Contributions" section below.
Contributions under other employer plans also count towards the limits as do certain individual plans. If you have contributed to a plan with another employer in the same tax year, please notify the Western Benefits Office immediately so that your limit can be evaluated.
With Roth contributions, you can make after-tax payroll contributions to your plan and withdraw those contributions tax-free (subject to the terms of the plan). Your earnings may also be withdrawn tax-free if you have a qualified distribution. A qualified distribution, in this case, is one that is taken five tax years after the year of your first Roth contribution and after you have reached age 59˝, become disabled, or died.
Through automatic payroll contributions, you can contribute as little as $15 and as much as 75% of your eligible pay as designated Roth contributions, up to the annual IRS dollar limits.
Unlike a Roth IRA, there are no income limits to be eligible for a Roth 403(b) option within an employer-sponsored retirement plan. Generally, a Roth contribution may be beneficial if you expect your tax rate in retirement will be higher than it had been during the years you contributed.

If you are age 50 or older, you have the ability to make additional contributions to your plan, up to the current IRS dollar limits. View the limits here: IRS DOLLAR LIMITS
When you are "vested" in your savings, it effectively means the money is yours to keep. You are always 100% vested in all contributions to the VIP, as well as any earnings on them.
Your beneficiary or beneficiaries will inherit your account in the event of your death. You should consider identifying a beneficiary when you enroll in your plan, and updating the information if you experience a life-changing event such as a marriage, divorce, birth of a child, or death in the family.

You are generally allowed to withdraw money from your plan when you leave your employer, retire or become permanently disabled. Also you may be eligible for a distribution if you have a financial hardship as defined by your plan. Withdrawals may be subject to income taxes and, if they occur prior to you becoming age 59˝, a 10% early withdrawal tax penalty.

Although your plan account is intended for the future, you may borrow from your account for any reason. Generally, plan rules allow you to borrow up to 50% of your vested account balance.
The minimum loan amount is $1,000, and a loan must not exceed $50,000.

You may have one loan outstanding at a time. The cost to initiate a loan is $75, and there is a quarterly maintenance fee of $6.25. The initiation and maintenance fees are deducted directly from your plan account.
Note: If you fail to repay your loan (based on the original terms of the loan), it will be considered in "default" and treated as a distribution, making it subject to income tax and possibly to a 10% early withdrawal tax penalty. Defaulted loans may also impact your eligibility to request additional loans.
If you have retirement savings in another employer's plan or in an IRA, consolidating accounts may help make it easier to manage your savings but there are several options. Be sure to consider all your available options and the applicable fees and features of each before moving your retirement assets.
